CIG Scotland AGM

The CIGS AGM took place on Friday 23 March at the Causewayside Building of the National Library of Scotland.

Following the AGM, Stuart James, former CIG Secretary and founding member of CIG Scotland gave an entertaining overview of the organisation's history as he witnessed it first hand. The room was packed with well-wishers for Stuart's retirement, which was celebrated after the meeting with cake and suitable refreshments.

C&I is delighted to be able to print the text of Stuart's talk in issue 156 and would like to take the opportunity to thank him for sending it and a copy of his article in the journal from 1990, which we will reprint alongside it so that members have a comprehensive oral-history-in-print of CIGS.

We would be interested to hear from other members of CIG and CIGS who would like to share their memories of our organisational history.

Gordon Dunsire, Chair of CIGS, gave a lively presentation on the developments of RDA and commonly-expressed concerns about it, garnered from mailing lists, events, and other sources, all of which he allayed in expert fashion.

Neil Nicholson (Book Reviews Editor) and I were pleased to address the audience on the recent developments of C&I, and we are grateful to all who offered us articles and book reviews for forthcoming issues. Thank you to the CIGS Committee for inviting us, and to the assembled CIGS membership for welcoming us into their midst.

Advice needed - classifying material on Islam

I need some professional advice. Soon I am to organise and therefore
classify a large collection of books on Islam. I have been through a list
of important topics in Islam put together by a Muslim and found all but 4
out of 30 topics listed in Dewey 21. However, just as I find DDC21 to be
useful but limited for my own faith so I suspect for Islam. Could anyone
who is involved in the classification process of books on Islam and also
Islamic books who either has knowledge as a scholar or adherent to that
faith proffer some advice as to the most adequate classification system for
the task?

This neatly sums up what appears to be the attitude of many of today's managers and CIOs. Knowledge acquisition is made to look so easy by the search engine vendors, but in reality many websites and intranets are failing to meet the most basic needs of their users. Meanwhile, "information professionals" - librarians, information scientists, records managers, webmasters, knowledge engineers continue (with honourable exceptions) to work in their silos, conversing in their own jargon. Alan Gilchrist will suggest that these groups need to join forces to have a significant effect on the problems of information overload, information literacy and the growing need for interoperability within and between organizations." CURL & UK Cathedral Libraries

"The Consortium of Research Libraries (CURL), the Consortium of European Research Libraries (CERL) and the Cathedral Libraries and Archives Association (CLAA) today announce the conclusion of a major three-way arrangement that will increase the visibility of a number of historic collections to researchers worldwide.

The three organisations have agreed to add the Hand Press Book database records of the Cathedral Libraries Catalogue to Copac, the freely available Web-based catalogue managed by MIMAS on behalf of CURL and the JISC. The Cathedral Libraries Catalogue (published by the Bibliographical Society between 1984 and 1998) contains records of books printed before 1701 held in the libraries of 37 Anglican Cathedrals of England and Wales, and includes books printed in the British Isles and British America and English books printed elsewhere, as well as books printed on the Continent of Europe." Standing Committee On Official Publications (SCOOP)

I represent CIG on SCOOP which is the body monitoring and looking after LIS interest in offical publishing. At its meeting last month several issues came up which are worth noting and which some may wish to comment on.

The Cabinet office ‘Transformational Government’ report had been made public on the day of our meeting. It reports inter alia that 951 government websites have been identified for closure and 461 have already gone. SCOOP is less bothered by the idea of closing them down- the content is often a duplication of that found elsewhere or the site relates to a specific campaign. However we will be lobbying on the issue of proper archiving. The sites should not be allowed to drift into the ether without someone keeping a copy. One obvious place to preserve them is the UK Web Archiving Consortium (UKWAC).

A similar discussion took place around Home Office statistical series. These are only erratically appearing in print and since we understand that the Home Office has a policy of removing material from its website after two years there is more cause for concern as to how it will be possible to do historical research etc.
The BL has set up the Digital Object Management (DOM) programme to create the technical infrastructure underpinning its digital library. The first major component of the DOM System to be implemented was the storage layer, which enables the BL to store digital objects and preserve them in perpetuity. This now stores 'handheld' digital items received under the Voluntary Deposit of Electronic Publications scheme, which has run since 2000, and recordings created by the Sound Archive. Work is currently underway to implement an ingest module, based on Tessella software. This will include developing the interface between DOM and the Integrated Library Management System (Aleph). Handheld digital material received through VDEP is catalogued and may be accessed through British Library Integrated Catalogue and requested in the reading rooms.

Statute law database. Having been a standing item on SCOOP’s agenda in the 20 odd years it has taken to develop this; it is now publicly and freely available. Those who have looked at it think it is pretty good, though not without flaws, especially for non-expert (i.e. non-legal) users. Any comments gratefully received as SLD will be monitored for a while by SCOOP.

Code of practice on Local Authority official publications. The draft COP drawn up by NFER is being released for testing. Once everyone is happy it is likely to get a certain amount of publicity as the Local Government Association seems keen on it.

Public Bill Committees
Standing Committees have now been abolished. Instead all Bills will go to a Public Bill Committee which will be enabled to take evidence on certain bills. There will be no short form of citation. We will have to refer to the debates of (or evidence to) the Dogs Bill committee. There will be no numbering and it is expected that TSO will issue Bill committee bound volumes in alphabetical order. Now there is one for the cataloguing community…

The editors are accepting proposals for the Spring issue of Catalogue & Index, which will be themed ‘Access’ and will aim to look at the various ways taxonomers, indexers and cataloguers enhance access to resources.

We are looking for:

case studies (600-900 words)
discursive essays on aspects of practice / experience (upwards of 900 words)

Suggested topics could include, but are not limited to:

access to objects be it digital or physical
marketing your service through more than one means of access, website, promotional material, outreach programmes etc.

LOC Cataloging and Acquisitions Site

The Acquisitions and Bibliographic Access Directorate of the Library of Congress launched their new website on Thursday.

"The Library of Congress, as part of the PREMIS maintenance activity, commissioned Karen Coyle to provide this study to assist the newly established PREMIS Editorial Committee with its first revision of the data dictionary and schemas. The intention is to improve the specification so that institutions trying to assess their rights to preserve materials in digital formats will be able to provide enough information in their digital repositories to make such assessments about their materials over time. In this study Karen Coyle reviews the landscape of digital rights, analyzes various preservation rights scenarios and the sorts of preservation actions that digital repositories might take, relates copyright law to preservation actions, and provides recommendations for revision where the data dictionary needs expansion." Importance of the Public Library Catalogue

A new report by US think-tank Public Agenda finds that only 48% people surveyed in the States think that "offering access to library catalogs and databases through the internet, so they can be accessed from home or at work" "should be high priority for their local public library". However, 64% prioritised "having enough computers and online services for the people that want to use them." The table was topped by 84% prioritising "keeping library services free".(p.24).

Statement from Ross Trotter, Chairman, CILIP Dewey Decimal Classification Committee, received today:

"In April 2007 Ross Trotter will be standing down as the Chairman of the CILIP Dewey Decimal Classification Committee. Ross became a member of the Committee in 1969 and has been its Chairman since 1999.

The new Chairman will be Stephen Homer, who joined the Committee in 2002. Stephen is Information Manager in Library Services at the University of Central England , Birmingham , and has over twenty-five years experience of using Dewey in public and academic libraries.

Caroline Kent (BL) will continue her current role as the UK representative to the Dewey Editorial Policy Committee. Ross Trotter will remain on the CILIP Dewey Committee as an observer during 2007 to provide support to the new Chairman"

We hope that the blog will also become a way for CIG members to communicate and discuss the issues that are important to us. Initially, you can get involved by commenting on the posts here, or by contacting one of the editorial team (see navigation bar for details). This facility is available to anyone registered with Blogger, although comments will be moderated. Over the next few weeks, we will be posting details of how, as a CIG member, you can become a CandI blogger. Like all social software, this will work best with us working on it collaboratively.

The Library of Congress has announced a new working group that will discuss the future of bibliographic control:

"Libraries are looking at ways to catalog the avalanche of both print and digital materials that come to them for classification and control, and library managers worldwide recognize the need to examine critically the role of the catalog and its relationship to other methods of finding information. Building on the work and results of the Library's Bicentennial Conference on Bibliographic Control for the New Millennium (2001), the new group will:
* Present findings on how bibliographic control and other descriptive practices can effectively support management of and access to library materials in the evolving information and technology environment,
* Recommend ways in which the library community can collectively move toward achieving this vision, and
*Advise the Library of Congress on its role and priorities. "

Conferences and Communities of Practice

This Autumn is presenting a plethora of networking opportunities for cataloguing, indexing and metadata professionals. From the CIG Conference in September through to the free seminars on Information Management Solutions at Online in November (http://www.online-information.co.uk/ol06/seminars.html ), we really are spoiled for choice when it comes to meeting up with colleagues and skilling up on new developments.

This issue of Catalogue & Index features two networking events – the LIMES Communities of Practice Meeting and CIG's own 'Immaculate Catalogues', about which we present short event reports and one of the papers from our annual Standards Forum.

CILIP has begun its annual tour of the library schools, and CIG Committee members have been taking the opportunity to speak to the next generation on the importance of cataloguing and metadata. Andrew Watson (soon to take on the mantle of Publications Officer) and I were thoroughly impressed by the high turn-out at the meeting we attended for UCL students – and by the amount of pre-qualification experience those we met over tea had accumulated.

Meanwhile, Deputy Editor Penny Roberston has commissioned papers from CILIP in Scotland's (CILIPS) Branches and Groups Day, at which Robin Smith, Curator for the Manuscripts Division at the National Library of Scotland presented an interesting and insightful seminar on the John Murray Archive and how the NLS will make this accessible for all, using various metadata applications and content standards to enhance and enrich access to this national treasure. Look out for more about the Archive in future issues of C&I.

An Introduction to Aggregators

Many people use aggregators ("readers") to collect information from the websites they visit regularly. This saves them time, since they only need to visit one website to see 'what's new' on all their favourite sites.

Many free aggregators are available. These are just a few:

FeedReader

You can find others via Google or other search engines.

On each of these sites, you need to register and then "add" the sites you want to your list of "subscriptions." This is a one-off activity - once you've added a site to your subscription list, new additions to it will be notified to your aggregator's site automatically.

Some of these sites (e.g. Bloglines) allow you to set up an email account to which you can have any email newsletters sent. This saves your email inbox being filled with email notifications, and means that you can check one site to see 'what's new' at all the places in which you are interested.

E-mail

If you prefer to receive e-mail notification of new posts, some aggregators (e.g. NewsGator) will create an e-mail of new additions to the sites you have selected. At the moment, there is usually a charge for this facility.

Some aggregators (e.g. Bloglines) can provide you with a piece of software that you can download to your computer to notify you when new additions are made to the sites you have selected (e.g. on Bloglines this is called Bloglines Notifier).

Issue 153 (Summer 2006): Editorial

2005 marked the end of Nigel Owen’s tenure as Editor of Catalogue and Index. Work – really interesting work on taxonomies, to be precise – has forced Nigel to hang up his green visor, sleeve suspenders and red pencil. After many years of solid editorial control, Nigel is missed by the CIG Committee, and, no doubt, the C&I readership familiar with his editorials.

After a long absence, this issue marks the return of Catalogue & Index. As well as staff changes, 2006 sees the beginning of changes to the format of the journal – moves are afoot to offer simultaneous print and pdf versions from the next issue (due out in October) and 2007 will see the launch of a new style of commissioning, as we introduce themed issues, beginning in January with a special on ‘CIG Today’ for which we hope you will contribute articles, anecdotes and vignettes showing the glorious diversity of cataloguing and indexing practices in the 21st century – look out for our call for papers in October.
